Bear in mind Barkley that Clinton has to rank at the
top of post-wwII Presidents who was ever so reluctant
to spend, partly because of a self-induced inability
owing to fiscal conservatism and partly to his 
concern over the appearance of spending.  This legacy
of timidity is what sends weak in the knee types 
like myself to throw in the towel. I'm about ready
to start shoplifting at Starbucks.
