So at whom should minorities be angry? ------- max, what does NAIRU stand for? working on economic development and environmental justice issues, i call these policies as TWIMBY (third world in my backyard).

1. continuation of the siting of toxic generators in communities of color and low income and not enough attention to properly cleaning the "legacy" wastes of the past.

2. low wage dead end jobs, often with hazardous substances

3. profits being exported out of the neighborhoods

4. little attention paid to building equity in community residents any thoughts?

Non-Accelerating Inflation Rate of Unemployment. It means the lowest rate to which unemployment can sink without triggering accelerating inflation. Till the mid-90's it was thought to be 5.5 or 6 percent.

The TWIMBY stuff, other than your #2, is important but different. It speaks to the uses of federalism to marginalize, exploit, and disenfranchise people along race and class lines. It suggests some things I would add to my model anti-racist program, which I posted to the LP list a couple of days ago.
