I'm guessing the ultimate source of this is the War Resisters League, which despite my admiration for David McReynolds, persists in bending the numbers to make an awful reality look worse than it really is. They take social security out of the denominator, add a large portion of debt service to the numerator... But even they don't claim it's for "procurement," since the largest item in the budget is salaries.
