NO THANKS RUSSIA rejected a short-term loan facility from the International Monetary Fund, saying that it did not need the money and that it did not want to be under the "constant control" of the IMF. The IMF had offered Russia a precautionary credit facility in exchange for new policies such as tightened supervision of the banking system.
