This assumes the "West's" policies are designed to help, and that the selection of policies which have the contrary effect is due only to miscalculation.
I would be highly skeptical of this assumption.
A second weakness is the implied assumption that the "south" needs help -- when it would seem that its primary need is for the "west" to leave it alone.
