dual loyalty

This "dual loyalty" thing is a bit confusing. If we mean loyalty to 
the U.S. and Israeli states, I haven't noticed that their imperial 
agendas are in radical conflict. If we mean loyalty to 
ethnically/mystically defined population units called nations - well, 
why does either deserve any particular loyalty?
