No, he's simply describing the rather logical mental processes which we can easily suppose to go on in the heads of people like Mr. Atta and his friends: fight fire with fire, use State methods against the states you don't like. You may not believe there is moral equivalence between killing thousands of people in the World Trade Center and killing thousanda of people in Afghanistan (or Serbia or Iraq or Panama, etc. etc. etc.) but the _method_ is the same, and some people exposed to State methods are likely respond in kind even though _you_ think they're morally inferior.
If you really want to engage in that sort of thing, you've got to harden your heart and not worry too much about the dishwashers who stand in the way of the Will of God or whatever you believe in that has a license to kill. Your leaders certainly evidence no such sentimentality except during propaganda exercises.
