As far as the EPA and legislation like the Clean Water Act, folks like Gaylord Nelson and the organizers of Earth Day and all the related grassroots environmental activism deserve the credit, as do a few legislators like Edmund Muskie who hardballed the legislation through the Congress.
On welfare policies, there was a mass movement of welfare rights activists pushing for expansion of funding and rights.
