I'm aware of the congestion affect.  I live
in the burbs, and I suspect my neighborhood
will be below-average in cable-modem usage.

172.16-31.*.*      (172.16/12)
192.168.*.*        (192.168/16)

I have a "bridge device," whatever that is.  And
my IP address does not begin with 10, 172, or 192.
I guess it's static.
