Certainly Ulhas is more competent to answer this question. Here is how he described the 'ground realities' of Nepal-India relations on marxmail: http://www.mail-archive.com/marxism@lists.panix.com/msg22836.html If you consider these realities there are quite some pressures India could exort before sending military there. If India intervenes militaryly in Nepal, I think it would first arm and train the Nepalese army. One has to keep in mind when assesing the situation in Nepal that the army has been neutral so far. The Maoists are only fought by the police, the army even resisted arming the Nepali police more effectively. Given the vast constitutional powers of the monarchy in Nepal, the king can (I think he did so in the past) veto the use of the army in the past. I think that's an element behind the Maoist's praise for the late king.

Furthermore one of the killed members of the royal family was involved in peace talks with the Maoists. No wonder not only the Maoists are smelling a conspiracy here: http://news.bbc.co.uk/hi/english/world/south_asia/newsid_1394000/1394916.stm
