SAINTE-FOY -- The unification of the police corps, something which is inevitable with the eventual unification of the municipalities, will soon be put to the test in April, during the Summit of the Americas and the events surroundiing it.
The City of Sainte-Foy was the first municipality yesterday to give the Royal Canadian Mounted Police, the Quebec Provincial Police and the municipal Police of Sainte-Foy the right to apply, on its own territory, the whole of its municipal regulations which deal with traffic, parking, peace and order.
This decision, which will be valid for the period between the 1st of April and the 5th of May, forced the legal department of Sainte-Foy to create a revamped version of its regulations concerning peace and order, since it was felt neccessary to impose additional regulations, given the upcoming meeting of the 34 heads of state and of government.
According to the new regulations, it will henceforth be forbidden for "any individual, without a valid excuse and upon whom will fall the burden of proof, to be present in any gathering in a street or in a public place, while having in his or her possession any object or device likely to be used to disturb or to harm a person or likely to be used to dammage property."
As for those anti-globalisation militants who would like to hide their identity from the police, they will have to change their plans, because the new regulation states that: "It is forbidden for all persons, without a valid excuse and upon whom will fall the burden of proof, to be present in a crowd or gathering... while wearing or while having in his or her possession a mask, hood or any other object of a simular nature which may be used to cover the face in whole or in part."
Andre Filion, chief of police of Sainte-Foy, thinks that this would be the first time that the RCMP, the QPP (the SQ) and the SMQ will be able to excercise such jurisdiction within the limits of his municipality.
