Word is, from one of the Missouri Highway Dept. officials, that there has been a noticeable lack of litter-removal activity on the Klan's stretch of highway - i.e., they're apparently not holding up their end on a practical level and so could be booted from the program on a technicality. Of course, the legal precedent cited above still holds...
