When the tobacco tax diversion to prevention programs initiative was on the ballot in California in the mid-90's, an ad on TV played a zillion times. Narration over the visuals of 18 wheelers was along the lines of> Out of state Gangs (read Mexicans) will smuggle millions of dollars worth of cigarettes into California if you vote for Proposition X. (It passed. Not all the monies get distributed into those programs. Some gets funneled into the general fund, as I'd imagine happens to lottery ticket sales.) Michael Pugliese
