Considering the great impact of governmental decisions, even the slightest differences are significant. The response in Afghanistan may've been worse, but that's hardly a given and no one foresaw 9-11 before it happened. If you prefer conservative real politick to liberal interventionism, as many leftists seem to, than Bush's foreign policy would be obviously superior.
