BELGRADE, Yugoslavia - A year ago, Serbs chanting pro-democracy slogans swept away the old regime. Now, the most popular slogan says: "Everything is the same, except that Slobodan Milosevic no longer reigns here."
Scrawled on buildings in the capital, the words reflect the sense of being cheated, as Serbs realize their lives have changed little despite the ouster of Milosevic from the Yugoslav presidency on Oct. 5, 2000.
