Yes, this how I remember it. Also, the US didn't have an ambassador to the UN at the time, right? So they really couldn't keep tabs too well. I thought it was reported that Powell believed they had the votes and some voters (who had either lied to Powell or changed their minds) switched their votes which in my opinion serves the US right, especially considering who the UN ambassador is now. I think his name is John Negraponte, or something like that, a guy who was once ambassador to Honduras and facilitated and/or covered up some of the horrors in central America during Raygun time. So basically, the Americans screwed up because they didn't place enough importance on the seat to get the votes and hence the Europeans took advantage or was their more to it?
