The 1/2 mil isn't important really. One heroin shipment would easily cover it. Maybe ObL paid for it although he was reported in 1999 to be broke.

As for who exercised operational control, not being a member of the spooks society I'm not in a position to name definite acronyms but here's what kind of outfit(s) you're looking for:

- It has penetrated Al Qaeda affiliates in Egypt and Saudi. The Egyptians have been catching a lot of spies from a certain non-muslim country recently. Guess which one? - It can field case officers capable of running Arabs but are also familiar with the target country, the U.S.. They speak the languages, probably look like Arabs, and naturally are experienced in this sort of thing. The CIA had some assets that fit the bill until their whole mideast network got burned by Jonathan Pollard. I don't know how well it has recovered, but it would have had to start from scratch after the Pollard caper. MOSSAD has a shitload of em, needless to say. - It has forgers and can concoct "legends" like the one for M. Atta, who left calling cards all over the place to keep FBI hounds and the media busy. - It has access to low-level classified stuff like U.S. air defense, immigration controls, and government communications. The FBI's New York offices' communications were knocked out by the towers' collapse which gave the backup crew of 9-11 at least 48 hours to make a clean break. Atta's clinically disinfected Hamburg flat also points to pro tradecraft. - Many pilots agree that a 200-mile IFR flight and a near-mach approach with a 767 requires more than training flights on a Cessna and MS flight sim. Also, somebody told these guys (if Atta and pals were really at the controls, that is) you have to hit fast enough to get the fuel-loaded wings inside the structure and plow into the core. Living in Turkey, I know these Koran-reading college types first hand, they don't get ideas like that on their own. So your outfit includes scientists and pilots. - Casing and asking questions is not the most reliable way to gather information about airport security, crop dusters, or whatever. You're more likely to get blown, tailed or arrested that way and you can never be sure you haven't missed something crucial. So the outfit we're looking for can get that sort of dope first-hand.

And that's why you're talking major league intelligence, not casbah conspirators. Also, forget El Mukhaberat, whether Syrian or Iraqi, they are pathetic. Even Turkish intelligence can run circles around them. Lastly, it doesn't have to be just one outfit. 9-11 serves many interests. Among the (provisionally) happy are U.S oil interests, hardline zionists, Vladimir Putin, and the PRC who can now crack down on Uyghur separatists. Of course when raving lunatic fundamentalists grab power all over the Caucasus and Arabia as they're bound to at the end of all this, nobody's going to be happy, which, to return to the topic, is why it won't work.

so who forked out 1/2 a million clams and a lot of planning to launch 9-11?

initially i didn't believe ObL Inc. did it and, for the most part, I still doubt it. so... if alQaeda is insignificant, then who pulled off 9-11?
