Workers Vanguard has, for sure. WV recently reprinted an old piece, from 1980 I think, that compared the social indicators in Afghanistan (mass illiteracy, esp among women, life expectancies of 45, etc.) with those in neighboring Soviet republics (mass literacy, near-First World life expectancies, etc.). It makes me uncomfortable to say this, but as with China in Tibet, there's something to be said for interventions.
