The P.O. has had one central mission for the last 25 years: to so reorganize its internal structure as to be able to _force_ a strike and crush the union. I think they originally planned to do something like that back in the late '80s or early '90s, but the enormous incompetence of the PO upper bureaucratic levels and their total inability to understand what in the hell postal workers are actually doing threw up one roadblock after another.
