I doubt that China can become a "developed nation", but be that as it may, the answer to the last question is simple. Its neighbors do not possess a nuclear deterrent or a large and powerful army. And it's not clear how independent even China can remain while attempting to develop within the capitalist world. To develop _as a capitalist economy_ it would have to establish itself as an imperialist powerf -- to "gain its place in the sun" in the language of 19th century Germany.
