Calm down. Divert all necessary funds, manpower, tech, etc. to cleaning up the damage done to people and property. Calm down. Start a MANhunt, not a WITCHhunt for the criminals (the real ones, not some scapegoats to throw to the mob), and try to bring them to trial. Calm down. Take sober stock of why this happened. Calm down. Change immediate policies accordingly. Calm down. Begin work on new policies which will (conciously or not) take into account past wrongs. Calm down. Swear on the public stage that what happened in New York will never happen again. Calm down.
