That depends, doesn't it? There's no infrastructure to bomb in Afghanistan and I doubt even the blood-thirsty Bush administration wants to kill loads of civilians in retribution (although, unfortunately, we may end up doing just that). However, if Clinton and Co had managed to kill bin Laden a couple of years ago, many lives probably would've been saved.
