Not really, a fascist softened emotionally by prostrate cancer may have been exactly what was needed in this crisis. He could try to make the trains run on time, but then get dew-eyed.
Thank god Guiliani was there to rush his ass right to the bomb site to help direct traffice, calm nerves and counsel against hate, while Georgie was off cowering in a bunker in Nebraska (or whereever).
It's kind of a Churchill moment; thank god he was there, and thank god he's leaving office.
