-You just described the contemporary Russian educational system.
You point out the more real issue of corruption that bedevils regimes of
many forms, regardless of formal ideology. The distortions of the
educational system are just one part of how corruption destroys any system.
In a sense, capitalism probably accomodates corruption more easily on the
micro level, but of course creates fabulously horrible results on the macro
level of issues like privatization.
