I am maybe completely out of left field on this, but the very low turnout (by
French standards ~27% staying home) combined with the election system of
general vote + runoff of the top two-- could it be possible that with the
pre-election polls showed Chirac and Jospin neck to neck but advancing a lot
of voters stayed home and waited for the "real" election to happen. Sounds
crazy, but could this be an example of pre-election polls affecting the
outcome?
