"At the time of the crisis over the war, the labor bureaucracy played the
role of a reactionary factor.... But that does not mean the labor movement
will be able to get along without a big organizational apparatus; without an
entire spectrum of people devote especially to serve the proletarian
organization. We do not want to go back to the time when the labor movement
was so weak that it could get along without its own employees and
functionaries, but to go forward to the time when the labor movement will be
something different, in which the strong movement of the proletariat will
subordinate the stratum of functionaries to itself, in which routine will be
destroyed, bureaucratic corrosions wiped out; which will bring new men [and
women] to the surface, infuse them with fighting courage, fill them with a
new spirit."
