Back in the '70s a former police chief from (I believe) Terre Haute, Indiana, was kidnapped and executed in Uruguay by the Tupamaros. It became widely known (but not in the mass media of course)later on that what he was doing in Uruguay was giving instruction in torture.

(This is the first post I've read on this thread, so I have no opinion on the particular case. It doesn't seem very important.)
