Al-Qaeda is involved through affiliates. Kashmir is not very far from Afghanistan. Capital city of Kashmir, Srinagar is about 350 miles from Kabul. Kashmiri insurgency was largely a Kashmiri affair carried out with Pakistani support during 1989-1993. In the last ten years, insurgency in Kashmir has been taken over by non-Kashmiris. Terrorists are mainly Pakistani, but Afghans, Sudanese, Uighurs are also found. There are links between Jihadis in Pakistan and ISI, Taliban and Al-Qaeda. The Northern Alliance was supported by Russia, India and Iran to get rid of Taliban.

One would have to take into account the terrain in Afghanistan and Kashmir, mountains, poor visibility, no railway, poor roads etc. and the kind of weapons terrorists use. The terrain is just right for guerilla activity. Is this comparable with the Mafia? I am not sure the police can handle counter-insurgency operations.
