That isn't a very good analogy. What the US is doing is more like indiscriminately blanketing the whole neighborhood with DDT to kill the mosquitos before they enter. It would be sensible to do what you can to minimise mosquitos breeding by eliminating stagnant water, but polluting the whole neighborhood without regard for the neighbors, while refusing to do anything to eliminate the conditions which allow mosquitos to breed, is going to cause more problems in the long run.
