A Washington think-tank called the Progressive Policy Institute has issued reports that recommend the Bush administration develop a strategy that will encourage the law enforcement community to employ security technology and information-sharing tools to combat terrorism. Among the technologies recommended are crime-fighting and data sharing technologies for federal, state, and local law enforcement agencies, state-issued ID cards that contain biometric data, and the use of biometric technology in smart visas to track foreigner visitors.
