punitive damages question

When Congress passed the ADA, it did not specify that people could
collect punitive damages for violations. The ADA was fashioned like
the Civil Rights Act of 1964. The Supremes recently ruled in Barnes
v. Gorman that punitive damages are not available to disabled persons
under the ADA. There are still punitive damages available to women
and minorities under Title VI aren't there -- Nathan, Justin???
