The report, the culmination of a year's worth of hearings, research, analysis, classified briefings, and visits to China, Taiwan, Japan, and the World Trade Organization (WT0) by Commission members, presents an integrated assessment of U.S.-China relations.

The members are appointed by the Congressional leadership and provide a broad range of expertise from business, labor, government and academia. Congress created the Commission to "monitor, investigate and report to Congress on the national security implications of the bilateral trade and economic relationship between the United States and the People's Republic of China."
