This sounds about right. Handguns are for sport or for hurting people for sport. There _would_ be political objections to attempts at forbidding the possession of shotguns -- the one weapon that an "ordinary" person might be able to handle in some situations. There were about 3 weeks in 1970 when I very much wished I owned a shotgun. Luckily nothing worse than a couple broken windows.
