Do something with oil, play the China card, reassert the Primakov doctrine, something like that.
Actually, this piece was probably written for domestic political purposes by an opponent of Putin. It's mostly huffing and puffing, unless your real target is the Kremlin. It reads like something in the Communist press, though Nezavisimaya Gazeta is by no means left wing.
