Ghouliani, and now Bloomberg I guess, was doing the same
thing in NYC.  there's an article on this in the New Labor Forum
by Moshe Adler, an EPI crony.  Turns out the "Business
Improvement Districts" in NY screwed shop owners too,
while landlords benefited.
