Wouldn't it be better to say, "he line between cops and robbers is pretty thin," ANYWHERE.
A year or two some local _rural_ cops chased a (somewhat) mentally impaired young man who had left a convenience story with a $7 or so item without paying. They killed him, blazing away through the windshield of his car. The jury found them innocent. These cops knew the young man and his family.
