I haven't heard about chip making plants finding difficult to obtain water in Singapore, though Singapore gets its fresh water supply from Malaysia. Singapore plans to set up plants to recycle sewage water and desalination plants to use seawater. This would overcome water shortages and reduce Singapore's dependence on Malaysia.
