Sure it has, everywhere from Turkey's genocide in Armenia to the lao-gai (self-administered primitive accumulation by the Chinese periphery); both Ruanda and Cambodia instituted self-inflicted holocausts upon themselves. The periphery isn't automatically morally superior to the metropole; it just has fewer TV sets per capita. No critique of the metropole without the critique of the periphery.
