It is real, but it's Larry Miller, who is listed as "contributing humorist" to the right wing Weekly Standard. The part Doug forwarded is part of a column he published in the Standard on 4/22/02. The full column is at:

Judginf from a glance at his other columns, this way of thinking is not at all a departure for him. Which is kind of pity because I remember liking his shticks 10 or 20 years ago better than I liked Dennis Miller's.
