"Moron" is too of a generic term that does not give a justice how modern authoritarian states operate. A "Brezhnev" or a "Reagan" would be a better term. The key notion is that a brain-dead figure head is ostensibly put in the driver's seat, so the gray eminenences and captains of industry (known as the nomenklatura in the E. European parlance) can manipulate that drone by pulling the strings from behind.

An old Soviet-era joke is in order here:

A KGB agent calls his boss and says: "Comrade, we have a problem. Comrade Brezhnev is walking around the Red Square and picking up stones. What shall we do?" "Shit!" replies the boss "Those idiots at the Academy of Science must have have uploaded the Lunokhod program by mistake."

(Lunokhod or "Moon Walker" was a robotic vehicle the Soviets sent to the Moon).
