Yes, things are more complicated than that - you've got junior and regional imperialists, from the EU to Israel to South Africa, you've got financial markets, you've got all kinds of other forces. But where would global finance be without the IMF ("a toy of the U.S.," in the approving words of the late Rudi Dornbusch)? And where would the junior imperialists be without the ultimate backing of the U.S.? A positive agenda would be real nice, but when you've got a giant standing on your throat, a good place to start is displacing the giant.
