Because the person doesn't want to deal with be publicly exposed as Doug's 
bootboy?

It would be pretty asinine not to appoint someone to at least technically 
admin the list servers can crash, vacation message mailstorms can annoy the 
fuck out of everyone, etc. Not to mention that Doug's been plagued by 
weirdos that meet and exceed LNP3.exe's lunancy.
