Excuuuse me! The current U.S. regime did not *want* U.S. bases throughout Central Asia, the role of "World Nanny", or closer relationships with Russia until September 12, 2001. Back before September 11 the Bush Administration's attacks on the Clinton strategy of global engagement were vicious and sincere.

Of course, by September 12 they had changed their tune.
