That's a misuse of the word "action." Actions necessary to go to war on Afghanistan and beyond were taken by the US government, not by the majority of apolitical Americans who did nothing in particular to oppose or support it in public. That's the level of consent demanded of citizens in liberal democracy, for whose normal functioning daily political participation by citizens not only is unnecessary but would be a positive nuisance for the Guardians should it grow.
