Sounds familiar; you could change the proper names here and it would apply to any number of places around the world.

i.e.

"Along with economic reforms and massive State subsidies, [the capitalist state] has actively encouraged the rise of a new [colonised/minority] middle class through preferential policies, the training of a large number of local cadres in [an imperial metropolis], and their promotion in the ranks of the local government. It is this class that is likely to define the future of [the subordinate/colonised region/country]."
