Kerala's achievements in terms of life expectancy and literacy are admirable, but other states in india are not at a standstill. e.g. literacy in the province I live in (Maharashtra, pop. 80 mn) literacy is already 75%. I can see more states catching up with Kerala in the next 20 years.
