(Another chapter in the Making of the Emergency State)

WANTED: Retired man, wearing overalls and a train engineer hat, last seen at the Amtrak station with a camera, a notepad, and a small accomplice (aka "Billy" or "grandson"). Suspect appeared to be logging locomotive types, arrival and departure times. Law enforcement agencies fear that he may be constructing "model train" in basement. Use caution. Suspect may be armed with antique train whistle.
