Foreign investments in Russia rise a tad in 2002 --- A lot of this is actually Russian capital being repatriated from offshore banks. The BP story is big fucking news though.
I personally don't think Russia really needs foreign investment. What Russia needs is an effective tax-collection system and legalsystem.
