There has been other, substantial collateral damage. Diplomats cite Cyprus, where even US officials say Washington has undermined a UN-brokered deal over the divided island, when an agreement in principle was this week within grasp.

Senior EU diplomats say the Bush administration promised military leaders in Ankara a better deal for the Turks in northern Cyprus if Turkey dropped its opposition to helping the US in any war against Iraq.

Rauf Denktash, leader of the Turkish Cypriots, got wind of that deal. "No wonder Denktash recently has taken a hard line. And no wonder the Greek Cypriots too are having second thoughts about a deal," said an envoy.

The diplomats say Kofi Annan, the UN secretary-general, is furious with the US but is powerless to act. The result, they add, could be that the EU is forced to admit a divided Cyprus as a member in 2004.
