It looks like sub-commandante is a bit ignorant on the subject, or at
least swallows raw the conservative canard that civil society = charity.
It does not.  Not only charity accounts for a minuscule portion of the
civil society support (most revenues come from volunteer work,
self-support, and government payments), but development agencies are
often agents of empowerment, especially in Africa.
